The ashes would probably be a good addition to the compost pile, but the cigarette butts have cotton, which would take a long time to break down. (probably much longer than any other article in the normal compost bin). Don’t know about the nicotine, but the amount would probably be so miniscule that it wouldn’t affect anything.
