I have never seen a cheap tumbler composter.
But, tumblers aren’t necessary. If money’s an issue, you can build a compsot bin out of discarded wood palates. Of even NO bin – a compost pile works just as well. And if you fork the contents over onto a new spot right next to it, then use the old spot for your new pile, you have a constant supply (a pile for dropping stuff onto, and one half-done, waiting to be finished.)
Cost – $0. (or at most, the cost of buying a sturdy garden fork, if you didn’t already have one – they look a bit like a pitchfork, except shorter, and the head and tines are really heavy-duty, so you can step on it and drive it into the ground like a shovel.)
Go with CAT, apart from buying or building(welding) your own tumbler this is the way to go
